Every use case is registered with a PHI scope, a named reviewer and a regulatory basis before it is allowed near a patient record. Deployment is phased: shadow mode, then assisted, then scaled — never straight to autonomy. The mental and behavioural health use cases carry the tightest constraints in the register, and one absolute rule: the system never acts on a person's behalf.
